Hi all,
There’s a gorgeous Chinese hamster who needs a home in my area, and I’ve found a cage I think I like. The bars are around 1cm and only along the top, would this be okay?

This is probably too big for a Chinese hamster. Even if it’s only along the top I wouldn’t risk it, you could cover it with mesh though to prevent escaping.

1 cm is the largest bar spacing I would use for a Chinese hamster. It should be fine, since we're not talking about a pup. Keep in mind Chinese hamsters can climb, so the top is likely accessible to them.
