This should be normal, as hamsters age they slowly get less active. To be sure she is fine I would weigh her once or twice every week and write them down, if there is a huge increase or decrease of weight then you should see your vet because it could mean that your hamster has a illness, or anything like that (you should still do this with young hamsters, as it's very helpful) . You can use a small kitchen scale to weigh your hamster (I find it helpful to put a cup/ jar on the scale, zero it out, then put your hamster in it with a small treat!)
If she is still eating and drinking she should be completely fine, and answering your final question yes this is normal

Hope this helps,

Hi, I have a female robo hamster and she is now 1 year and 7 months old. I have noticed that she hasn’t been going on her wheel as much as she used to. She still uses it, just not as much as before. She is still eating and drinking fine too. Is this just an age thing? Is this normal? Thanks
Same thing is happening to my almost 2 year old hamster. It's normal, because as anyone ages we tend to be more stiff, tired. Like Happyhammies26 said, if you notice anything abnormal about her, she might have a illness of some sort. For now, I think she's just aging. (:

She's not elderly yet, but middle age plus the summer heat can slow a hamster down.
