Put the hamster in a clear bin until he pees, then dip the strip into the fresh pee. Then compare to the color strip.

it pees like 4 times a day,the last time he pee was like 1 hour ago lol,It's usual for a Syrian to have diabetes, but you can check if there is any unusual glucose levels with glucose testing strips.

Peeing a lot can be a symptom of a few different things, a UTI/bladder infection, or just being really hot, or if he's sick, being dehydrated. Unfortunately, by itself, it's not a good indicator of an illness, so you would need to identify if you could see anything else.
Does the urine have a strong sweet smell? Does he have any other symptoms, blood in the urine? What color is the urine? Is he acting normally? Eating, pooping, running on the wheel. What is the temperature and humidity in the room? Any crusties around the nose or eyes?

I don't think 4 times a day is a lot. How much is he drinking?
If you are concerned, I suggest following Kikya's advice and buy some test strips (either online or from a pharmacy).
